According to the ancient Vaishvanara Purana and local folklore, Lower Dungeshwor is revered as the sacred penance ground where Sage Dadhichi meditated in antiquity. Local religious accounts narrate that centuries ago, a pious Brahmin named Jyotikha Upadhyay regularly meditated inside a natural cave at the confluence of the Lohore and Karnali rivers. Facing health complications, he handed over the sacred worship to an ascetic named Saint Sagar Giri in the late 19th century. Saint Sagar Giri installed the holy Shivalinga, established formal monastic rituals, and expanded the shrine.

The shrine holds an extraordinary chapter of female monastic leadership: two devoted sisters from Achham, Ganga and Jamuna, dedicated their lives to celibacy and divine service here, earning the venerated title of “Devaki”. Through vows fulfilled by regional nobles, the formal architectural structures of Siddheshwor Mahadev and Dungel Temple were constructed around 1960–1961 BS (early 1900s AD).

The complex preserves significant historical relics, including large bronze bells donated under royal decree inscribed with the names of King Prithvi Bir Bikram Shah (dated B.S. 1960), followed by inscriptions from B.S. 1981 and B.S. 1989.
